Richard Dragon will officially make his debut on Arrow in November. Actor Kirk Acevedo debuts as Star City’s newest villain in “Promises Kept,” though the episode’s synopsis teases a lot more going on for Team Arrow than the introduction of their latest nemesis.
OLIVER MAKES A BIG DECISION — As Slade (guest star Manu Bennett) continues to uncover clues about his son’s last few years, Oliver (Stephen Amell) makes a big decision. Meanwhile, the Green Arrow (David Ramsey) leads the team into battle against “The Dragon,” a villain who is stealing valuable tech in Star City.

As Arrow fans know, Oliver Queen has given up his role as Green Arrow, passing the mantle to John Diggle. And while Dig’s first outing under the hood was rocky, he’ll be facing an even bigger challenge when he comes face-to-face with Richard Dragon, aka The Dragon.
While the Dragon has traditionally been portrayed as a martial arts hero and the trainer of many expert hand-to-hand fighters in the DC Universe, The New 52 introduced a new, villainous version of the character. This version was a man named Ricardo Diaz, Jr., who murdered his master and took his name. In Arrow, he will be a master of hand-to-hand combat and a force to be reckoned with in the Star City criminal underworld.
“Promises Kept” is directed by Antonio Negret and written by Oscar Balderrama and Rebecca Bellotto. The episode will air on November 16, 2017.
Starring Stephen Amell as the Emerald Archer (well, not currently), Arrow airs Thursdays at 9pm ET/PT on The CW. The series also stars Emily Bett Rickards, David Ramsey, Willa Holland and more.
